在美國，含阿片（Opioid）類藥物泛濫成災，據聯邦疾病防治中心(CDC)資料，全美有260多萬人嗑藥成癮，去年年6萬4千人服用鴉片類處方葯過量致死，前年死亡5萬2400人，造成的死亡比槍殺和車禍加起來還多。2016年4月，國會通過一項法案並由奧巴馬總統簽署執行，該法限制聯邦緝毒署（DEA）的執法權責，讓止痛藥經銷商大發利市。現在這項法案被看做是惡法。
